OC Transition
An OC transition is the process of moving an owners corporation from one manager to another. TOCS manages that change for committees across Melbourne: taking on the administrative work, protecting the continuity of the building, and making sure nothing slips between the outgoing manager and the incoming one.
If your committee is unhappy with how the building is being managed, or simply wants to compare what is available, the process is usually more straightforward than committees expect. This page sets out what a transition involves, what TOCS does at each step, and what to have ready before you start.

Why owners corporations move to TOCS
TOCS manages residential and mixed-use buildings across Melbourne and the surrounding suburbs, from high-rise towers to smaller apartment buildings. The portfolio is diverse, and owners have rated the firm on Google.
- Management fees are quoted as a competitive annual fee per lot, agreed with the committee before appointment — so the figure in the budget is the figure you pay.
- The handover is run by the manager who will actually look after the building, not a transitional team that disappears afterwards.
- Committees deal with a defined point of contact for the owners corporation rather than a queue.
If your owners corporation is considering a change, it costs nothing to ask what the transition would involve for your building specifically.
Documents worth having ready
A transition moves faster when the committee can put its hands on the following. If you do not have all of them, register your interest anyway — working out what is missing is part of the job.
- The current management agreement, including its notice period and termination terms.
- The most recent financial statements and the current budget.
- The insurance policy schedule for the building.
- The register of owners, including lot entitlements and lot liability.
- The plan of subdivision, or the owners corporation’s rules.
